Meta-Layer Infrastructure SIG

Building the civic layer of the Internet—where trust, presence, and sovereignty come alive above the page.

We have launched the world’s first Internet Society Special Interest Group (SIG) dedicated to the meta-layer—a shared civic substrate above the web. This is where overlays, semantic trails, and composable governance reshape how we experience and govern digital life. We are now seeking official recognition by the Internet Society.

The SIG is a two-year formation body (2025–2027), ensuring the Meta-Layer Initiative has a solid foundation before transitioning into a permanent Task Force.

Our Mission

The Meta-Layer SIG exists to prototype interface-level civic infrastructure for a trustworthy Internet. We believe the next leap in digital life won’t come from new platforms, but from a meta-layer that sits above them—where overlays, trust signals, and semantic trails transform the web into a shared civic space.

We are advancing the 21 Desirable Properties of a human-aligned Internet: privacy, sovereignty, transparency, free speech, regeneration, and collective intelligence.

Our Application

Submission Receipt
On Friday, August 29, 2025 at 12:14:50 PM PT, we officially submitted the Meta-Layer SIG application to the Internet Society.

This screenshot is our civic timestamp; a digital artifact that marks the moment we took the first step to establish the world’s first interface-level Special Interest Group.

The SIG structure enables broad participation during this founding period, before handing governance to the Task Force.

SIG to Task Force Transition

The Meta-Layer Infrastructure SIG is intentionally a time-bounded structure. After two years, the SIG will formally sunset and transition into a dedicated Meta-Layer Task Force.

This Task Force will:

  • Steward RFC-style processes and open standards

  • Accelerate prototyping of overlays, primitives, and governance models

  • Provide a permanent home for civic infrastructure at the interface layer

Our Board
