Meta-Layer Momentum: From Input to Infrastructure: The Next Phase in Building the Internet's Trust Layer

The Meta-Layer Initiative has completed Round 2 of its global Call for Input, synthesizing over 50 contributions into a civic blueprint for trustworthy digital infrastructure. Now, we're moving from insight to implementation--launching a public essay, prototyping safe human–AI interaction, and forming the first-ever Meta-Layer Infrastructure SIG under the Internet Society. On June 30th, the Meta-Layer Initiative concluded the second round of its Call for Input on the Desirable Properties (DPs) of a Meta-Layer. What began as a speculative prompt has now matured into a growing public corpus, a set of civic design principles, and a springboard for new infrastructure.

Over 25 contributors from around the world shared insights into what makes a trustworthy, participatory, and adaptive meta-layer possible. Their inputs addressed all 20 Desirable Properties and added a 21st, ranging from consent scaffolding and provenance tagging to interface-level containment and community-led governance.

This marks a pivotal step: the emergence of a shared civic imagination around the Web's next layer. But we're just getting started.

What’s Next?

We’re now moving into an activation phase, with three concrete invitations:

  1. Co-Write the Meta-Layer DP Essay
    We’re drafting a public essay synthesizing what we’ve learned and why it matters. We’re inviting subject-matter stewards to help bottom-line specific DPs. If you have domain expertise, this is your chance to shape core architectural thinking.

  2. Found the Meta-Layer Infrastructure SIG (via ISOC)
    We're forming an official Special Interest Group under the Internet Society. This is not symbolic. A SIG gives us global visibility, funding access, and a connective tissue across ISOC chapters and issue domains (AI, education, safety, etc). We need 25 founding members.     Why the Internet Society?
    The Internet Society (ISOC) is a globally respected steward of open, inclusive, and resilient internet infrastructure. By forming a SIG under ISOC, we:

    • Connect with global leaders in trust, safety, education, and policy

    • Gain access to funding, infrastructure, and recognition

    • Embed our work in the Internet’s governance and standards ecosystem

    • This is a chance to ensure the Meta-Layer is not just an experimental project, but a long-term public good aligned with ISOC's core mission.

  1. Prototype Safe Human-AI Coexistence
    This summer, we’re building a working prototype that brings the DPs to life. The system integrates:

    • Consent-aware overlays (Canopi UI)

    • Federated identity + proof-of-humanity (Fractal ID)

    • OPA-enforced policy boundaries

    • TEE execution via Phala Network

    • Blockchain audit trails

    • Orchestrated AI agents

Why It Matters

The Meta-Layer is not another platform. It’s a civic substrate. It’s the trust infrastructure the web never had. By making presence, consent, provenance, and containment enforceable above the webpage, we change what becomes possible within it.
