The Web is Not Neutral

We are in week 2 of the five-week campaign to mobilize Internet Society members worldwide to vote for the Meta-Layer Infrastructure SIG between October 17–31. Each week features a new message, image, and call to action designed for sharing in ISOC chapters and SIGs. This SIG is unlike any other: it’s a two-year, high-intensity initiative that sunsets into the Meta-Layer Task Force — the world’s first civic body for interface-level governance. The campaign highlights the urgency of reclaiming the interface in the age of AI agents and AGI, the chance to build trust and civic infrastructure at the edge of the web, and the opportunity for young people and communities everywhere to shape the digital commons. The first post in the series, “Reclaim the Interface,” frames the interface as the civic frontier where humans and AI must coexist under community governance, and calls chapters to rally support for this generational vote.

✅ Step-by-Step Instructions

  1. Join ISOC & Access the Platform

    • Once you join the Internet Society, you gain access to the ISOC community platform.

    • From there, you can join your local chapter, other chapters worldwide, and Special Interest Groups (SIGs).

  2. Pick the Weekly Campaign Message

    • Use the provided campaign messages (one per week for five weeks). See this week's below.

    • Each message includes text + a hero image.

  3. Tailor for Your Audience

    • Before posting, add one sentence to tailor the message for your specific chapter or SIG.

    • You can easily draft this sentence yourself or generate one with our content assistant (for example: “As part of our chapter’s commitment to open governance, we’re sharing this week’s call to support the Meta-Layer SIG.”).

  4. Post & Share the Image

    • Include both the message text and the hero image in your post. Choose one for the provided hero images or generate your own image using the provided image prompt.

  5. Engage with Your Community

    • If someone else has already posted that week’s message in your chapter or SIG:

      • Like the post.

      • Leave a thought-provoking comment or question to start a conversation.

      • Like and reply to any responses that come in.

    • We also recommend that you reply to any comments on your own posts — this builds momentum and shows active presence.

  6. Stay Consistent Across 5 Weeks

    • Repeat this process each week, from Sept 24–Oct 31, to cover all five campaign themes:

The Web Is Not Neutral - but together we can make it civic, people-centered, and open.

Invisible overlays already shape our online lives—whether through application silos, adtech, surveillance feeds, or algorithmic nudges. But these overlays are owned and controlled by private platforms. The Meta-Layer SIG gives us the opportunity to flip this script. For the first time, ISOC members can co-create overlays that serve civic goals: tools for trust, presence, and collective context across the open web.

AI agents are already shaping online interactions, and their growth will accelerate sharply. Without civic infrastructure, the interface becomes a space of manipulation, not meaning. This SIG is designed to move at the same pace as AI itself - 10x the activity of a normal SIG - so that by the time AGI emerges, ISOC chapters already have working governance and substrate in place.

This SIG will be the world’s first organized body dedicated to interface-level governance. It is a task force with teeth, built to safeguard human agency, enforce consent, and establish community-led infrastructure at the very surface where we interact with the web.
